INFORMED CITIZENS PROPOSED REFORMS:
TERM LIMIT ON DISTRICT ATTORNEY POSITION
We must place a limit on the number of terms a District Attorney may serve. Johnny Holmes
has been in office almost 20 years now. That time has enabled him to determine who is
elected, not only to the local Judiciary, but even to the Appellate Courts and State Court
of Criminal Appeals. As his influence and power has grown with each term he has even
determined who holds many of the legislative seats. His power has become such that even
with numerous scandals and questionable acts, like the arrest of a Grand Jury who reported
the DA's office stacked the Jury, and refused to prosecute killer cops none, challenge him
in his re-election bids. He also arrested the newspaper reporter who reported the story
and exercises undue influence
over our media. The only reason he was re-elected is because no one had the courage to
challenge him. Not for fear of losing but out of fear of reprisal. Because of his
reputation for retaliation most local judicial elections are uncontested.
PUBLIC DEFENDER'S OFFICE:
The current Court Appointed system of providing counsel for indigent defendants is not
working. At least not for the citizens and taxpayers. Where Public Defender's offices have
been established costs of counsel for indigent defendants has dropped to a fraction of
what Harris County taxpayers are currently burdened with. At the same time the quality of
counsel has improved.

PUBLIC RELATIONS DEPARTMENT for Public Defender's Office:
The Houston Police Public Relations department currently employs 38 officers who work
full-time, at taxpayers expense, and with a budget of several million $. They work full
time exercising influence on the media to promote paranoia and fear among the populace.
Their interests is not our safety but the promotion of additional power, more tax dollars,
less accountability of
law enforcement personnel, and undue influence among the juries and in the Courts. A PR
department, under the direction of the Public Defender's office would promote a more
balance and accurate view of reality. The result would be fewer unnecessary & unlawful
arrests, fewer unjust convictions of the innocent and falsely accused, and more
accountability of law enforcement personnel.
HUMAN RIGHTS ADVOCATE paid for by the county.
We currently have a so-called "victim rights advocate" named Andy Kahan. The
citizens deserve a counterpart who will advocate compliance by Judges, Prosecutors, and
Police with the Rule of Law, The US and Texas Constitutions, the Bill of Rights of both
Constitutions, and the United Nations' Declaration of Human Rights. An advocate to promote
fair and impartial adjudication of the accused.
FREE COPIES OF CAMPAIGN FINANCE REPORTS
At present the Harris County District Clerk charges $1.00 PER PAGE
for copies of campaign finance reports filed by Candidates for County and District
Judicial races. Each page of the form lists approximately 7 contributors. With some
contributions as small as $25 a single report can easily run 50 pages and more. The State
is only allowed to charge 10 cents a page. One Tenth what Harris County charges. This must
be changed. These reports should be available to all, online, and at no charge. You need
to know how much your opponent in a lawsuit, and their lawyer or law firm, has contributed
to the Judge handling your case to insure you get a fair and impartial hearing.
INDEPENDENT CITIZEN COMPLAINT AND REVIEW
Removal of all citizen complaint departments and review boards from
government agencies and the establishment of tax funded Civilian
Oversight Boards with members elected by the public. See Corpus
